在建廠設計階段即以最佳可行技術(Best Available Technology,BAT)及最佳可行控制技術 (Best Available Control Technology,BACT) 的理念,採用最先進及能源效率最佳之製程與污染防制設備;運轉以後即嚴格控管水資源及能源的耗用,並不斷檢討改善。
訂定關鍵績效指標(Key Performance Indicators,KPIs)及年度目標,定期掌握各項指標執行情形及檢討目標達成進度,對於績效落後之廠處 加強輔導,績效良好之廠處則予以鼓勵,提升員工參與感及成就感。

氣候變遷所帶來的風險與機會
本公司持續評估氣候變遷引起的潛在風險及機會,經綜合考慮財務影響、聲譽影響、全球經濟情況、能源成本波動性、環境法規成本等因素,設定節能目標、節能措施,並推動研發環境友善產品,確保公司營運穩定及保持競爭力。

運作風險
因全球氣候變遷的影響,使得原有的降雨型態產生變化,一是時間上的改變,原分布在一整年的雨量,卻集中在很短的時間內下完,此變化不僅造成洪水及乾旱的頻率增加,更使我們無法有效利用水資源;另一個是空間上的改變,例如:麥寮廠區用水來源為集集攔河堰,也就是說原本應該下在集集攔河堰的雨水,卻下在攔河堰下游或海上,使水資源無法有效的攔截利用。
另為因應氣候變遷造成突發性強降雨,造成溪水突然暴漲淹水,停車不及造成設備損壞而停工,設置水位監測系統,並結合當地水情管理系統,隨時監測流域雨量以及水位高度,以及早因應及時下達停車指令。
財務風險
1.營運成本上漲。 2.若政府以非核國家為願景,推動能源轉型,擺脫核能並降低化石能源的依賴,增加再生能源比例及天然氣發電,未來將 造成電價上漲風險,影響台塑未來用電所需付出之成本。
合規風險
本公司自2008年開始已執行溫室氣體減量專案,推動使用新的技術及更換設備,提升能源效率及減少碳排放,朝國內溫室氣體減量法2050年長期減量目標及以五年為一期的階段管制目標邁進,且有助於取得減碳額度,於未來參與台灣碳交易市場增加收入。

創新產品與服務
2015年12月12日聯合國氣候峰會中已通過《巴黎協議》,世界各國響應自願性減少溫室氣體排放,全球正處在能源轉型 的關鍵時代,綠色能源將是未來驅動經濟發展的新引擎,其中預測2020年全球離岸風場開發規劃,全球超過91% (約 11,028 MW)的離岸風電機組將安裝,將帶動風電產業發展,本公司生產的碳纖維材質葉片,正可使用於風力發電機組。
再生能源開發
本公司致力於研發節能或促進再生能源之產品,如HDPE黑色管級料,可運用於水上太陽能發電設備、電解液產品則應用在鋰電池,可將綠能發電轉換至儲能電池,另外自2009年起也開始研發染料敏化電池,目前為全球唯一具有能力開發自動化試量產的企業。
資源利用效應
本公司各廠區長期致力推動節能減排、能資源整合、廢棄物回收再利用等作業,初期因受限於原設計之完整性、既有技術之水準及製程操作特性等,僅從廠內自行推動,而後進行同公司的跨廠整合,目前則已作到跨公司的整合,使整體能資源使用效率進一步提升,朝向零廢棄、零排放的目標邁進。

FPC has always upheld the management concept of 'Balancing Safety, Health, the Environment and the Economy', inquired into the root of the matter and kept making improvements in order to ensure perpetual business operation and fulfill social responsibility. We have constantly maintained the belief of 'Balancing Environmental Protection and Economic Progress', actively promoting pollution reduction and environmental protection.
FPC adopts the most advanced manufacturing processes and pollution control equipment with the concepts of Best Available Technology (BAT) and Best Available Control Technology (BACT), starting from the factory design stage. We strictly control the quality of water resources and consumption of energy and performs constant reviews and makes improvement.

Risks and Opportunities Arising from Climate Change
FPC continued to assess potential risks and opportunities arising from climate change in aspects of finance, reputation, global economy, energy cost volatility, and environmental compliance costs, set energy conservation targets and measures, and develop eco-friendly products to keep the business operations stable and competitive.
Climate Risks
Operation
Climate change has led to the change in the original rainfall pattern. In terms of time, instead of spreading throughout the annual cycle, rainfall has been concentrated in short periods of time, causing the increasing floods and droughts and the inefficient use of water resources. In terms of space, rainwater that should be captured at Jiji Weir and used by Mailiao Complex has fallen downstream or at sea, leading to the inefficient collection and use of water resources. Sudden heavy rainfall caused by climate change has led to flooding, damage to equipment and a shutdown. The water level monitoring system should be established, coupled with the local water information management system, to monitor rainfall and the water level at any time and order to stop operation in a timely manner.
Finance
1. Operating costs may increase. 2. If the government aims to achieve the nuclear-free homeland and promotes energy transformation, it will reduce the dependence on fossil energy and increase the percentage of power generation through renewable energy and natural gas, which can cause a rise in electricity prices and FPC's electrical costs.
Compliance
Since 2008, FPC has implemented GHG reductions with new technologies and equipment to improve the energy efficiency, reduce carbon emissions, and further achieve the domestic long-term carbon reduction target by 2050 with period-based control targets in which each period consists of a five-year term. This initiative will help in obtaining carbon reduction quota and increase FPC's revenue from carbon trade in Taiwan.
Reputation
FPC attaches great importance to the corporate reputation. In addition to keeping abreast of changes in the international environment and industry, FPC conducts environmental impact assessments with regard to its business operation and creates channels of communication with stakeholders.
Climate Opportunities
Product and Service Innovation
On December 12, 2015, the Paris Agreement was adopted in the United Nations Climate Change Conference, where countries around the world were bound to reduce GHG emissions voluntarily. The world is in a critical era of energy transformation, and green energy will be the new engine that drives economic development in the future. According to the development plans of the offshore wind farms worldwide, it is expected that more than 91% of the world's offshore wind turbines (about 11,028 MW) will be installed by 2020, which will drive the development of the wind power industry. The carbon fiber blades produced by FPC can be used in wind turbines.
Development of Renewable Energy
FPC is committed to research and development of energy-saving or renewable energy products, such as HDPE black tube grade materials that can be used in offshore solar power equipment and electrolyte products are applied to lithium batteries and can convert green energy-based power to energy storage batteries. FPC has also developed light-driven electricity batteries since 2009 and is currently the only company in the world that is able to develop automated trial mass production.
Utilization of Resources
Each complex of FPC is committed to energy conservation and carbon reduction, resource/energy integration, and waste recycling. In early days, each complex performed the above tasks separately due to the completeness of the original design, the level of the existing technology, and the operating characteristics of the process. Subsequently, integration has been conducted across complexes within the same company. Recently, resources and energy have been integrated across companies to enhance productivity and achieve the objectives of zero waste and zero emissions.
