除加強上述應變措施,並積極推行節水方案,各廠區具體措施如下:

麥寮廠區:各廠持續增加雨水回收改善,停止不必要或非關生產之用水,並提升冷卻水塔濃縮倍數或停止部分製程運作。各廠持續加強廢水回收等項改善。

仁武、林園廠區:減少廠區民生用水並提高冷卻水塔濃縮倍數。

若供水減量超過30%以上時,將導致部分或一半以上製程無法運作,基於麥寮園區屬上、中、下游高度整合之石化園區,由台塑企業總管理處召集各公司協調,以用水量較大或市場需求較差的生產廠優先降(停)產。

節水改善績效

本公司取水來源為地表水(雨水、河水、自來水)及地下水,主要應用於產品生產(做為原料或溶劑等)、製程運作時設備的冷卻水,以及廠區同仁生活用水。

配合政府環保法規與政令宣導,各廠處持續推動循環經濟,並透過各種改善減少或回收用水,如改善蒸汽管路系統以減少製程廢水、增設雨水貯留槽以提升雨水收集量、改善冷卻系統以降低蒸發損失、回收設備冷卻水以進行廢水再利用等,致力將珍貴的水資源多次重複使用。

為瞭解本公司產品製造過程的實際用水量,每年皆由第三方公正單位至本公司麥寮、仁武、林園、新港、冬山等廠區進行「水足跡」認證,包含用水來源、用水平衡、排放水檢驗等,2024年已取得相關認證。

此外,本公司於2024年CDP水安全問卷中,取得「A」成績,位於領導(Leadership)群中,顯示本公司之用水管理方針、推動成效,以及面臨缺水之因應措施等,獲得國際主流法人投資機構肯定與認同。

In addition to strengthening the above contingency measures and actively implementing water conservation programs, specific measures taken at each complex are as follows:

Mailiao Complex: Each plant continues to increase rainwater recovery and improvement, prevent use of unnecessary or non-production water, and increase the concentration of cooling towers or turn off certain process operations. Each plant continues to strengthen waste water recycling and other improvements.
●
Renwu and Linyuan Complexes: Reduce domestic water consumption in the complex area and increase the concentration of cooling towers.

If the water supply is reduced by more than 30%, some or more than half of the process will be unable to operate. Since the Mailiao Park is a petrochemical park which is integrated upstream, midstream, and downstream, the FPG Administration Office convened all companies to coordinate and prioritize the reduction (stop) production of plants with high water consumption or poor market demand.

FPC sources water from surface water (rainwater, river water, and tap water) and groundwater, and uses it in production as raw materials or solvents, as cooling water for equipment during the process, and as domestic water at the complexes.

In response to the government's environmental policy, each complex continued to implement circular economy by reducing water consumption or reusing water resources, such as improving the steam piping system to reduce wastewater, installing rainwater storage tanks to increase the amount of rainwater collected, improving the cooling system to reduce evaporation, and recycling cooling water to reuse wastewater.

In addition to the technical improvements, FPC continued to save water through the following management approaches:

Hold water and energy conservation meetings every month to review the performance of water and energy conservation at each complex.
Emphasize water conservation and rainwater harvest at each complex.
Set up a water conservation case sharing platform and arrange on-site tours.
Appoint the dedicated person in charge of water conservation at each business unit and complex and set the targets of water consumption and rainwater harvest.
Evaluate the performance of energy conservation and carbon reduction.

For the purpose of understanding the actual water consumption in our product manufacturing processes, independent third-party organization conducts “water footprint” certifications each year at Mailiao, Renwu, Linyuan, Hsinkang, and Tungshan Complexes, covering water sources, water balance, and effluent testing. The relevant certifications were obtained in 2024.

According to the CDP Score Report – Water Security 2024, FPC was rated A (Leadership). This demonstrates that FPC's approach to water management, the effectiveness of its promotion, and the measures taken in response to water shortages have been recognized and acknowledged by mainstream international investment institutions.
